Purpose of this ManualThe purpose of this manual is to provide you, the test administrator, with Assessment Technology,Incorporated (ATI) guidelines for administering a district-wide assessment offline. Please note thatguidelines and procedures for test administration vary depending on the method of administration (e.g.,online in a computer lab, online in class, offline). This manual outlines ATI’s recommended guidelines foroffline test administration. If you will use a different method of administration, contact your district/charterschool testing coordinator or the appropriate ATI manual can be accessed in the application on the TechSupport page, as illustrated in Image 1.Image 1: Tech Support Page – Online Test Administration ManualThe guidelines presented in this manual are designed to be appropriate for a wide variety of types ofdistrict-wide assessments (e.g., district-wide assessments, pretests, posttests). Your district/charterschool may also provide you with additional documents or training regarding specific guidelines andprocedures for test administration in your district/charter school. After reading this manual and any otherdocumentation provided to you, please contact your district/charter school testing coordinator if you haveany further questions related to test administration.This manual discusses recommended activities for test administrators at four different time points: 1) theday before the test, 2) on the day of the test, 3) during test administration, and 4) after test administration.This manual also provides supporting documents related to offline test administration that may be usefulto test administrators.Please note, this manual contains hyperlinks to support documents. Galileo K-12 OnlineOffline Test Administration Manual for District-Wide Assessments2. The Day Before the TestOn the day before the test, you should begin preparations for test administration. This preparation willhelp ensure that testing will run smoothly on test day. As part of this preparation, you should reviewrelevant documentation including all guidelines and procedures related to test administration provided byATI and your district/charter school. You should also verify that the assessment has been properlyscheduled. Put time aside to prepare the test environment and gather and organize all materials neededfor test administration.1. Reviewing Guidelines and Procedures Related to TestAdministrationOn the day before the test, you should thoroughly review this manual and any other documents relevantto test administration that have been provided to you by your district/charter school testing coordinator.You should also review your district/charter school test security protocol for the type of assessment youare scheduled to administer (e.g., district-wide assessment). Your district/charter school test securityprotocol will outline district/charter school policies and procedures for all practices that impact testsecurity. Since these policies and procedures may vary for different types of assessments (e.g., districtwide assessments, instructional effectiveness pretests/posttests), you should review the district/charterschool test security protocol for the specific type of assessment you are scheduled to administer.Familiarizing yourself with the protocol will protect both you and your students from inadvertently breakingdistrict/charter school protocol. If your district/charter school does not have a district/charter school testsecurity protocol, ATI suggests that you follow the procedures outlined in the Developing District TestSecurity Protocols white paper. Scheduling the Assessment and Printing Test MaterialsAll Galileo assessments must be scheduled before test booklets and answer sheets, and whenapplicable worksheets, can be printed to support offline test administration. Typically, for a district-wideassessment administered offline, the district/charter school testing coordinator will schedule theassessment for all students and coordinate the printing of test materials well in advance of the test. Inorder to obtain the best predictions for the statewide test, ATI recommends assessing the completedistribution of students expected to take the statewide assessment. You may check whether anassessment has been scheduled for your class by going to the Galileo Teacher Dashboard page. TheTeacher Dashboard shows all the assessments that have been scheduled for a class along with the datesand times for which they have been scheduled. If you discover that the assessment has not beenscheduled for the day and time when you will administer the test, contact your district/charter schooltesting coordinator. If you are the Instructor of Record for a class that will be taking an assessment inanother teacher’s classroom, contact your district/charter school testing coordinator for schedulinginformation. If your district/charter school has indicated that you are responsible for scheduling theassessment and printing test materials for your class, please refer to A Guide for Galileo K-12 Online:Schedule an Assessment. Please be aware of the recommended scheduling guidelines, includingscheduling time and posting of assessment results.3. Preparing the Test EnvironmentYou may need to make modifications to the testing room to provide students with an appropriate testingenvironment. Making these modifications the day before the test saves time on test day and helps toensure that students are provided with the entire time allotted to take the test. You should remove bulletinboards or other decorations which may provide answers to material covered on the assessment. Ifneeded, move student desks to provide each student an individual space to work and to discouragegroup work. Moving student desks is especially important if students are in the habit of providing peertutoring for each other on a regular basis. It is also a good idea to assign students to specific seats duringtest administration. This provides you with the opportunity to separate students who tend to distract eachother. To assist students in maintaining their focus during the assessment remove any distracting objects.Since being uncomfortable can detract from students’ ability to focus, you should also check thetemperature and ventilation in the testing room.4. Gathering Testing MaterialsOn the day before the test, you should gather all the materials that you will need to administer theassessment. You should print a copy of this manual to bring with you on test day. You should also gatherall other relevant materials from the following list. Test Administration Booklet (i.e., Flipbook), Grading Sheets, and Manipulatives(Required for Kindergarten One-On-One Assessments Only)The kindergarten flipbook assessments are administered one-on-one with the teacher reading thequestion and the student responding by performing a task or pointing to images or text. Students mayalso be asked to use manipulatives or other materials to respond. For example, students may be asked tocreate patterns using color tiles, to count blocks, or to point to the title, author, or cover of a book. A-4-

Galileo K-12 OnlineOffline Test Administration Manual for District-Wide Assessmentsspecial test administration booklet called an assessment flipbook is required to administer kindergartenone-on-one assessments. This test administration booklet includes teacher directions and scoring rulesfor each item as well as prompts for the student. Kindergarten one-on-one assessments are scored bythe teacher. Scores for each student may be recorded on a grading sheet that is pre-printed with studentinformation and that can be scanned into Galileo using Scanline. Scores may also be entered directlyinto Galileo using the Score Tests interface, provided the user has permission to the library that housesthe assessment. A Guide for Galileo K-12 Online: View and Score a Test Item from Scores Tests detailsthe steps for entering a student’s scores into Galileo.If you are scheduled to administer a kindergarten one-on-one assessment, the district/charter schooltesting coordinator should provide you with the test administration booklet (i.e., flipbook) no later than theday before the test. If you need to print the test administration booklet directly from Galileo yourself,please refer to A Guide for Galileo K-12 Online: Print Test Booklet. If you are scheduled to administer aone-on-one kindergarten assessment, you should read through the assessment ahead of time andidentify all the manipulatives and other materials necessary to administer the test. Your district/charterschool testing coordinator may also provide you with pre-printed grading sheets for each student. On testday, make sure you bring a copy of the flipbook, any required manipulatives and materials, and gradingsheets for all students (if provided). Test Administration Booklet (Required only for Teacher-Read Assessments andTeacher-Read with Student-Read Assessments)Many first grade assessments may contain both teacher-read and student-read test items within the sametest. When these teacher-read assessments are administered offline, students may record their answerson an answer sheet or they may record their answers directly on the test booklet and teachers may entertheir answers into Galileo later using the Score Tests interface. A special test administration booklet isrequired for teacher-read assessments. This booklet provides directions regarding which parts of theitems you should read aloud and which parts of the items students should read on their own. Having thistest administration booklet readily accessible on the day of the test is imperative. If you are scheduled toadminister a teacher-read assessment, the district/charter school testing coordinator should provide youwith the test administration booklet no later than the day before the test. Make sure you bring a copy ofthe booklet with you on test day. If you need to print the test administration booklet directly from Galileoyourself, please refer to A Guide for Galileo K-12 Online: Print Test Booklet. Student Test Booklets, Answer Sheets, and Worksheets (Required)Your district/charter school testing coordinator should have provided you with enough test booklets andanswer sheets, and when applicable worksheets, for your class. All answer sheets and when applicableworksheets, for plain-paper scanners must be pre-printed with student information. All answer sheets forhigh-speed scanners and GradeCam’s pre-slugged answer sheets must have student information and theTest ID Number correctly marked. This information may be pre-printed or it may be filled in by studentsusing a dark pencil. You should verify that you have a test booklet and answer sheet for each student tobe tested. Bring all test booklets, answer sheets, and when applicable worksheets, on the day of the test.-5-

Answer sheets using GradeCam, refer to Galileo K-12 Online: GradeCam.If your district/charter is using the Scanline high-speed or generic questions GradeCam option with thecompatible answer forms and opts not to preslug the sheets in advance of testing then you should havesufficient blank forms for each student. The test coordinator should provide the unique test identificationnumber to the test administrator. Pencils (Required)Each student will need a pencil to fill in their answer sheet and when applicable write on the worksheet.ATI recommends that students use pencils with the darkest lead possible. Bring a few extra pencils onthe day of the test for students who may need them. Student Resources (Recommendations)A variety of resources may be provided to students during test administration. You should only provideresources that have been approved by your district/charter school for the assessment you are scheduledto administer. In general, ATI recommends that students be provided with the same resources they wouldbe provided for the statewide test. Your district/charter school testing coordinator should provide you witha list of approved resources no later than the day before the test. Examples of typical district/charterschool-approved resources include state-approved formula sheets, periodic tables, and calculators. Yourdistrict/charter school may also have approved the use of scratch paper and certain types of writinginstruments. If the assessment contains items that teachers will grade later (e.g., constructed-responseitems, essay items), the students may be provided with paper, answer sheets, or scannable worksheetswhere they can record their answers. Identify the approved resources that will be provided to studentsand make sure that you have a sufficient number of each approved student resource. Then, bring allapproved resources on test day. Galileo Quick Reference Guides and Videos (Recommendations)Quick reference guides and videos are available to assist users in performing a wide variety of taskswithin the Galileo K-12 Online Instructional Improvement and Effectiveness System (IIES). Quickreference guides are documents outlining step-by-step instructions for performing a given task withinGalileo along with helpful screen shots and illustrations. Your district/charter school testing coordinatorshould have provided you with the appropriate quick reference guides. The guides are also available inthe Galileo K-12 Online help files (Image 2).-6-

ATI recommends that youperform the procedures in the order in which they are presented. The procedures described in this sectionare for student-read assessments and teacher-read assessments.1. Informing Students of Policies Related to Test AdministrationAll policies relevant to test administration (e.g., use of bathroom, use of resources, prohibited practices)should be explained to students before test materials are distributed. These policies may be described inyour district/charter school test security protocol or in other documentation provided to you by yourdistrict/charter school testing coordinator. In order to ensure the validity of the assessment, it is importantthat the implementation of policies related to test administration is consistent across the district/charterschool. If you have any questions regarding your district’s/charter school’s specific policies, pleasecontact your district/charter school testing coordinator. The following script describes ATI’s recommendedpolicies related to test administration. You may modify this script as needed to reflect yourdistrict’s/charter school’s specific policies. You should read this script to students at the beginning of thetesting session before testing materials are distributed.Script: Test administration recommended policyThis assessment is to be completed individually without help fromothers in this room. You are not allowed to talk during this assessment.You may be provided with resources for this assessment such asscratch paper or calculators. You may only use the resources you havebeen provided to complete this assessment. You may not use cellphones, individual music players, or other electronic devices during thistesting session. If you have a question, raise your hand. If you need toleave the room to use the bathroom, please close your test booklet andplace your answer sheet inside the booklet. Raise your hand. I will allowone person to leave the room at a time. This is not a timed assessment.You will have enough time to complete this assessment. I will provideyou with a test booklet. Keep the test booklet closed on your desk until Itell you to begin.2. Distributing Testing MaterialsProvide each student with all testing materials for the assessment including test booklets, answer sheets,pencils, and district/charter school-approved resources. If the assessment includes items that teacherswill score later (e.g., a constructed-response item, an essay item), make sure that students have all theappropriate testing materials for those items as well. In order for the data to be scanned correctly, answersheets must be printed and marked with accurate student and test information for all offline assessments.All answer sheets for plain-paper Scanline and GradeCam must be pre-printed with student information.All answer sheets for high-speed Scanline or GradeCam’s pre-slugged with test information option musthave student information and the Test ID Number correctly marked. Read one of the scripts in the Providing AssessmentDirections to Students section, page 8, to ask students to verify the pre-printed material on their answersheet and fill in additional instruction as needed. Select the appropriate script based on whether yourdistrict/charter school uses answer sheets for plain-paper scanners, high-speed scanners, or GradeCam.3. Providing Assessment Directions to StudentsThe assessment instructions are divided into two categories: instructions for preparing the answer sheetsand instructions for taking the assessment and recording the answers. Read the directions for preparinganswer sheets to students using one of the following scripts. Select the appropriate script based onwhether your district uses Scanline plain-paper, Scanline high-speed answer sheets, or GradeCam.Script: Plain-paper scanners or Pre-slugged with Test and Student InformationLook at your answer sheet. Make sure your name and student ID areprinted at the top of the answer sheet.Script: High-speed scannersLook at your answer sheet. Make sure your name and student ID areprinted at the top of the answer sheet. If any information is missing,please fill in the information and bubble in the corresponding letters ornumbers. Now find the boxes that say Test ID Number. I will read you anumber. As I read please make sure that the numbers I read appear inthe boxes that say Test ID Number. The numbers are: (read numbersfrom top of test booklet). Make sure that the corresponding numberbubble is marked on the answer sheet for each digit of the Test ID.Script: GradeCam Preslugged with Test Information or Generic scannersLook at your answer sheet. Fill in your student ID in the StudentID boxand bubble in the corresponding letters or numbers.Read the assessment directions to students using one of the following scripts.
