INTRODUCTIONThe Mississippi Department of Environmental Quality (MDEQ) developed this status report toprovide information on solid waste disposal activities that were conducted during Calendar Year2004 at all permitted landfills and rubbish sites within the State of Mississippi. An annual reporton the solid waste disposal activities conducted at each landfill and rubbish site in the state is dueto MDEQ from the facility owner each year by February 28th. This status report providessummary information on the amounts of solid waste disposed at both commercial and noncommercial disposal facilities as listed below:Part I - Commercial Solid Waste Disposal FacilitiesPart I of this report contains a summary report on disposal activities conducted at commercialdisposal facilities in the state. A commercial solid waste disposal facility means any facilitythat is engaged in the disposal of solid waste for compensation or which accepts waste frommore than one generator not owned by the facility owner. Commercial solid waste disposalfacilities include: Municipal Solid Waste (MSW) LandfillsNon-Municipal Solid Waste (non-MSW) LandfillsClass I and Class II Rubbish SitesPart II - Non-Commercial Solid Waste Disposal FacilitiesPart II of this report contains a summary report on disposal activities conducted at noncommercial disposal facilities. A non-commercial solid waste disposal facility means afacility that receives solid waste from one generator and where the disposal facility is notoperated for compensation. Non-commercial solid waste disposal facilities include: Industrial and Institutional LandfillsIndustrial and Institutional Rubbish SitesThis status report contains information that may be utilized by local government officials and/orsolid waste decision makers, disposal facility owners and operators, state agencies, and otherorganizations. The information provided includes the following:1.The total amount of waste received at each permitted solid waste disposal facility asreported by the facility owners/operators;2.An estimated remaining life at solid waste disposal facilities as reported by thefacility owners/operators; and3.State maps showing the locations of each disposal facility.Copies of this report will be provided to local government officials and/or solid waste decisionmakers to assist them in planning for the management of solid wastes in their jurisdictions. copy of this status report will also be provided to the Mississippi State Tax Commission forverification of the information that the State Tax Commission receives from commercial facilityowners/operators each year.The annual reports indicate that a total of approximately 6,711,084 tons of solid waste wasdisposed during Calendar Year 2004 at commercial and non-commercial landfills and rubbishsites in Mississippi. Approximately 46.5% (3,119,614 tons) of the total waste was disposed atcommercial landfills, 43.1% (2,891,809 tons) at non-commercial landfills, 10.2% (685,333 tons)at commercial rubbish sites, and 0.2% (14,328) was disposed at non-commercial rubbish sites(see Figure: 1 ialLandfillsMSW Landfills44.04%Non-MSW Landfills2.44%Class I Rubbish Sites8.97%Industrial Rubbish Sites0.21%Class II Rubbish Sites1.24%Industrial Landfills43.09%Figure: 1This status report also indicates that Mississippi received a total of 724,436 tons of solid wastefrom out-of-state sources representing approximately 11% of the total solid waste that wasdisposed in Mississippi during Calendar Year 2004. Commercial landfills receivedapproximately 647,452 tons and commercial rubbish sites received approximately 76,984 tons ofout-of-state waste.The information on the total amount of wastes received in tons/year at landfills and rubbish siteshas not been verified or altered by the MDEQ for accuracy. PART ICOMMERCIAL SOLID WASTEDISPOSAL FACILITIES

Municipal Solid Waste (MSW) LandfillsMunicipal Solid Waste (MSW) Landfills are disposal facilities that are designed and constructedto receive a wide range of nonhazardous solid wastes for disposal including household garbage,nonhazardous industrial wastes, and special wastes such as asbestos or treated medical wastes.There were seventeen (17) MSW landfills that operated in the state during Calendar Year 2004.According to the annual reports submitted by the owners/operators, these landfills received atotal of 2,955,590 tons of solid waste during Calendar Year 2004.The annual report on the solid waste disposal activities conducted at each MSW landfill isrequired by the Mississippi Code Annotated Section 17-17-219 (Supp. 2004) and SectionIV.B.14 of the Mississippi Nonhazardous Waste Management Regulations. This report containsa summary of these individual facility reports as provided by the facility owners. The reportincludes the following information:1.A state map showing the GIS locations of MSW landfills;2.A summary of operational information contained in the individual annual reportsfor Calendar Year 2004 for MSW landfills; and3.Individual state maps for the 17 active MSW landfills including geographiclocations, the geographic areas serviced with the amount of wastes received intons/year, and other pertinent information.MSW Landfill Disposal TrendsData in this report indicates that during 2004, Mississippi landfills received slightly lessmunicipal solid waste (approximately 23,900 tons less) as compared to the amount receivedduring Calendar Year 2003. Figure: 3 below shows a comparison of disposal rates during the five year period from CalendarYear 2000 thru 2004. Non-Municipal Solid Waste (Non-MSW) LandfillsNon-Municipal Solid Waste (non-MSW) Landfills are disposal facilities that are designed andconstructed to receive a limited range of nonhazardous solid wastes, such as industrial sludgesand ashes, and special wastes, such as asbestos, for disposal. These landfills generally receivewaste from either one primary industrial source or receive one primary waste stream. Thesefacilities are not authorized to accept household garbage or other similar wastes. One (1) of thesix (6) permitted non-MSW landfills was inactive during Calendar Year 2004. According to theannual reports submitted by the owners/operators, the remaining five (5) non-municipal landfillsreceived a total of 164,024 tons of solid waste during Calendar Year 2004.The annual report on the solid waste disposal activities conducted at each non-MSW landfill isrequired by the Mississippi Code Annotated Section 17-17-219 (Supp. 2004) and SectionIV.B.14 of the Mississippi Nonhazardous Waste Management Regulations. This report containsa summary of these individual facility reports as provided by the facility owners.
