ANNEX IIThe ILO Office currently has around 108 end users; connected through an inter-office LAN.Additionally, the office is connected to the corporate WAN over VPN. IDB o To provide 1Gbps Layer 2 leased line connectivity over an uncompressed,unshared, full-duplex, symmetrical Optic Fiber (1:1) at IDB location including installation,commissioning, testing & up keep of the complete link for the service period.o FROM House SE(Block-F, Plot-17/B&C, Sher-E-Bangla Nagar, Administrative Zone,Agargaon, Dhaka 1207g) 2 , TO IDB Building.4. The Layer 2 bridge must support VLAN tagging and IPSec.5. All bandwidth requirements are intended symmetrical (i.e up-link equals down-linkbandwidth)6. Minimum Bandwidth for Up-link / Down-link shall not be below 95% of committedbandwidth.7. Demarcation at House SE, Probashi and IDB are Ethernet Cat6 cables (i.e. the providerwill provide and configure the necessary equipment to convert fiber to Ethernet).8. Latency between House SE and the two other locations shall not be more than 50ms.9. Redundant p2p layer 2 link. Internet Connection10. The internet connection needs to be installed at: PPD11. Internet service shall not have additional payment or limitation by (1) traffic amount or (2)time.12. To connect our office to the provider central, the following options are acceptable(indicated in order of preference): (i) Fibre optic underground; (ii) Fiber optic aerial (iii)Copper (DSL or cable).13. For the connection of the provider central to upstream, the following options areacceptable (indicated in order of preference): (i) Fibre optic underground; (ii) Fiber opticaerial (iii) Copper (DSL or cable).14. The provided bandwidth must be dedicated (CIR 1:1), can be symmetric or asymmetric,but the minimal guaranteed bandwidth should be 40 Mbps for downstream and 40 Mbpsfor upstream.15. Provide at least 16 static (255.255.255.240 netmask) public IPv4 addresses for internetconnectivity, where 13 are available to the ILO.16. During the contract duration, the Provider must be able to:oUpgrade the line in 1Mbps/1Mbps increments;OR, if this is not possible:oProvide a secondary IP address set or secondaryline with 1Mbps/1Mbps of bandwidth.17. Tier 1 ISPs or Tier 2 peering with Tier 1 ISPs are required for this bid.18. Provider must not use Intermediate Proxies and Transparent proxies as they will interferewith ILO ERP services.19. ANNEX II20. Provider must not use Throttling.21. Provider must allow VPN traffic.22. Optional QoS support on ingress traffic: Provider can either implement QoS or not.However, in case it does, then the provider should note that the following types of ingresstraffic is important for the ILO and must be classified and treated as high priority on theProvider’s network:- All Videoconference traffic (H323) which uses following TCP/UDP ports: - UDP/1719- UDP/2326:2485- TCP/1720- TCP/5555:5574- Video streaming- UDP/554- ERP application- TCP/4444- TCP/4445The following options are acceptable (indicated in order of preference): (i) Providerimplements QoS and the traffic listed above WILL have the high priority; (ii) Providerdoes NOT implement QoS; (iii) Provider implements QoS but the traffic listed above willNOT have high priority.23. The Internet Service Provider should note that the route to ILO Headquarters has to havea maximum number of 18 Hops (router1.ilo.org, router2.ilo.org). Please provide thedetailed traceroute to both hosts as annex to your bid.24. The Provider must guarantee that the maximum packet loss within their infrastructuredoes not exceed 1%. Please provide the latest packet loss information taken during peakand offpeak hours as annex to your bid.25. The Internet Service Provider must provide clear Incident Management and Escalationprocedures. Please provide contacts and procedures as annex to your bid. If possible, anaccount manager or focal point should be specified.26. The Internet Service provider must provide free and unlimited technical support.27. In case of incident, the Provider must guarantee initial diagnostics within the first 4 hours.28. In case of incident, the Provider must guarantee full resolution within the first 24 hours.29. Data confidentiality guarantee: the Provider shall not scan traffic (unless this is done forfinding problems in the network for which a prior ILO agreement must be obtained).30. Service reliability and quality of service must be ensured. Overall uptime shall not be lessthan 99%. If this means installation of a failover line (e.g. radio or DSL), this has to bemade part of the bid. Please provide The Service Level Agreement stating at least theminimum uptime as annex to your bid.31. ANNEX IIITIL foundation certificationITIL service design certification32. ISO certified Providers will be preferred.o Please provide ISO certification as annex to your bid.33. The Provider must be present in the country for at least 5 years.34. The Provider must indicate at least three references (please provide names, phonenumber and e-mails of references) for the provision of similar services in the country.35. The Provider must provide a list of its own edge equipment that will be delivered andinstalled in the ILO Office (e.g. router, modem, switch), along with space, environment andpower requirements.36. The provider must provide a peering diagram listing its current and planned connectivitycapacity to local IX(es), as well as international peers (if such direct international peeringis available).37. Provider must install another fiber link as redundant link to provide auto redundancy incase of primary link failure. Provide must provide router and configure for autoredundancy. The provider must have 24 hours a day, 7 days a week and 365 days coverage fortechnical assistance and/or helpdesk facilities. Under the normal circumstances allproblems should be resolved within maximum 24 hours after the notification from ILOreceived. The provider is also responsible for contacting designated ILO networkspecialist(s) for both scheduled and un-scheduled downtime. Bidders are required to describe what alternate routing or fallback arrangements forcontinuity of service they have in place (if any), should their primary link(s) to the Internetbackbone become non-operational. Alternate routing or fallback arrangements must meetthe standards and requirements set out herein. The selected provider must provide a web interface facility for ILO to retrieve real time andhistorical information on network performance, utilization and usage analysis. The demarcation point of the Internet connection is in the ILO Office, at the RJ-45Ethernet port on the ILO firewall with IP Layer 3 termination. The selected provider must provide all necessary equipment to interconnect the dark fiberto ILO’s switches at IP layer 2. ILO may wish to visit the vendor's Network Operations Centre. The secondary IP address set or secondary line and additional bandwidth options are tobe used in case that the office requires more bandwidth within the duration of the contract.Our intention is not to implement redundancy for load balance or failover, eg. if the ILOoffice takes the option of a secondary line, only one router for both lines would be perfectlyacceptable. ANNEX IIWe are aware that if the ILO office takes one of these options the recurrent fee would riseand an additional investment might be required, however the installation/upgrade shall nottake more than 5 working days.Selection criteria ISP should have at least 10 years experience. Must have nationwide ISP license and Service experience. ISP must have SEAMEWE4 and SEAMEWE5 both connectivity. Able to provide redundant connectivity from different BTS. Must have at list 5 client who are using 100 mbps or above internet bandwidth.Implementation TimelineAll installation works should be accomplished and connection launched on the date(s) specified inthe Contract.Contract DurationThe contract duration will be 12 months (from 01 April 2019 to 31 March 2020). LEGAL STATUS OF THE PARTIES: The International Labour Organization, represented by the InternationalLabour Office (ILO), and the Contractor (referred to individually as a “Party” and together as the “Parties”) havethe following legal status:1.1.1. The International Labour Organization has full juridical personality, including the ability to contract and enjoyssuch privileges and immunities as are necessary for the independent fulfilment of its purposes pursuant to theConstitution of the International Labour Organisation. Nothing in or related to the Contract will be deemed awaiver of any of the privileges and immunities of the International Labour Organization recognized in theConvention on the Privileges and Immunities of the Specialized Agencies (1947), and relevant national andinternational law.1.1.2. The Contractor is an independent contractor. Nothing contained in or relating to the Contract will be construedas establishing or creating between the Parties the relationship of employer and employee or of principal andagent.2. The ILO’s financial liability under the Contract is restricted to the price and currency indicated in thePurchase Order/Contract Document.3.2. PAYMENT: Upon receipt of the Contractor’s written invoice and any related supporting documentation, the ILO willeffect payment, normally within thirty (30) days, by bank transfer (the ILO will not pay through letters of credit orbank draft). The written invoice will be sent to the addressee specified in the Purchase Order/Contract Documentand will contain the:3.2.1. number of the Purchase Order/Contract Document that it relates to;

3.2.2. invoiced amount (without the rounding of currency decimals and exclusive of VAT, duties or charges); and3.2.3. date of the delivery of Goods or the completion of Services.In no event will complete or partial payment by the ILO, in and of itself, constitute acceptance of the Goods orServices.3.3. TAX EXEMPTION: The International Labour Organization, as a United Nations Specialized Agency, enjoys a specialtax status in Switzerland and in other member States. Except with the prior written authorization of the ILO, invoiceswill be submitted exclusive of any amount representing taxes (including value added tax), duties or charges. Wheresuch authorization has been provided, the Contractor will provide the ILO with written evidence that payment ofsuch taxes, duties or charges has been made. In the event any government authority refuses to recognize the ILO’sexemption from such taxes, duties or charges, the Contractor will immediately consult with the ILO to determine amutually acceptable procedure.4.
