October 22, 196Arthur M. Townsénd, Jr., M.D.2900-A North Union Blvd,St. Louis, Missouri 63115Dear A.M.,Your letter of October 11, is received,With referenceto the Membership Orientation and Recruitment Conference, itwas held on schedule at the Shoreland Hotel, Sunday, October 17,12 to 2 p.m.I am pleased to report to you that it was an excellent success in the opinion of all those who attended,Those present were members of the National Medical Associ- ation, prospective members and applicants,Some of them broughttheir wives. As our guests, there were eight Negro interns andresidents from local hospitals in the Chicago area, includingtwo who are medical students,As you know, this luncheon was set up to coincide withthe opening of the annual meeting of the American Public HealthAssociation and the quartery meeting of the National GoverningBoard of the Medical Committeé for Human Rights,Our luncheon, therefore, was roughly a 50-50 integrated affair.Quite a fewindividuals filled out applications which were distributed byDr. Garnet Ice, chairman of our committee on Membership Orien-tation and Recruitment, were present, and his committee members, mostof whomEveryone present seemed quite satisfied with the attend-ance and the committee meeting which followed, marking the kick-off drive for new memberships regardless of race,,frit aby)directed toward young Negro medical graduates who in these timesneed considerable missionary work for many of them to find interest in our Association,All of the constitutional points which you raised, and Iappreciate, are well understood, There will naturally be somebugs in implementation due to the past practices with referenceto relationship between constituent societies and national or ganization. There will be no purposeful attempt to bypass theconstitutional rules and regulations. It is unfortunate that we have not had the best cooper ation with reference to funds for this committee. It has nonewhatsoever, but this will not thwart its activities.
I received information yesterday from a friend whohappens to be chairment of the New York Commission on HumanRelations. The Italian doctor who has not been able to jointhe Manhattan Medical Society and the NMA has filed a protest, based on discrimination because of race or nationalorigin, Your council, I recall, has exercised its constitutional prerogatives in this case on more than one occasion.I succeeded, I believe, in squelching publicity in the publicpress in this case, at least for the moment. Please send me a copy of:your final correspondencewith the Manhattan Medical Society in reference to this caseat your very earliest convenience, Your cooperation isgreatly appreciated at all times.A copy of the membershipluncheon is enclosed,ae yours, idas H. October 26, 1965Edward S. Cooper, M.D.6710 Lincoln DrivePhiladelphia, Pa. 19119Dear Ed,I did not submit a choice of date for your Washingtonmeeting - I felt this should better come from your committee,I understand from an announcement from "Army" that November 10,has been selected. I will plan to be present, if possible. If there is anything you wish me to do symbolically orotherwise, please let me know. The suggested redistribution of budgetary funds firstcame up on the last day of the House of Delegates meeting andwas predicated upon the fact that Dr, Brice had promised somefunds and not meant to handicap your program in any way.Itwas projected in a different light, for reasons which you haveno interest in at this time.Sincerely yours,Leonidas H, Berry, M.D.LHB/1d

October 27,\1965"LLCharles H, Wright, M.D.50 WestminsterDetroit 2, MichiganDear Doctor Wright:I am sorry that I was unable to answer your letterwritten last July at a time when I was frantically gettingready for my chores as president of the NMA at the Augustconvention,I don't know whether you were there, but it mighthave been helpful if you had attended and discussed theseinteresting matters face to face.Obviously, to representthe National Medical Association it has to be cleared ifit is to be done officially.Whether this has been doneat any previous time, it seems unlikely or not clear fromyour letter,You state that "the proposed trip was completed andwe are now in the process of tying together the details of@ proposal to the government of Nahome," It seems that yourplans are all set without having involved the NMA at anylevel, as far as I can see from the context of your letter,I can not, of course, speak job. Cobb,I have aconsiderable personal interest in Africa and am interestedthat there should be cooperative medical relationships between any African country and Negroes in the United States.I have no authority as the president to commit the Associ- ation without bringing it before them to a program as compre hensive as yours seems to be.The name is already set upas "Operations Crossroad Africa" - I assume it may be acorporation -- and otherwise it would seem that I cannot dothe things that you are asking of me as president,The NMA has already expressed itself with referenceto African projects in terms of scholarships for. Africanstudents and committing its members to contributions to aproposed medical center in Lagos,I assume that you mayknow about this.Any project that you have I am sure is quite worthyand you have nothing but my very best wishes in carrying themout. If I can be of any practical service, please let meknow,Very truly yours,Leonidas H. However, as to program participation, the committees have decided thatthere should be no deviation from the long-standing pattern of the program; thatis, no reports or business matters be presented or discussed at the Founders?affair. The black-tie affair is strictly social, at which wives and guests arein attendance. On the occasion of the Founders Dinner-Lecture, as has been the custom overthe years, following the reception and dinner, only the Guest Speaker deliversa message, Acknowledgement of the presence of certain other guests may be madeby the presiding officer, but not for the purpose of making remarks. All statements and reports pertaining to the Society or the National Medical Associationare presented and considered at the membership's business meeting. Following amembership meeting tonight, the next business meeting is scheduled for January 27.The committee chairmen suggest that maybe arrangements could be made for youto have a brief conference with the Board of Governors before the dinner or im mediately following the close of the Founders! affair, or that it may be possiblefor you to attend one of the Society's membership meetings. The President acquiesces in the position being adhered to by the Program andSocial Committees,cc:Dr. Edgecomb
