Board of SelectmenBob Mahoney was re-elected to the board for his second three-yearterm and we welcomed Paul McCormick who was elected for his first term.Though it is always good to see changes and new people, with new perspectives and new ideas, it was with sadness that we said goodbye to HeidiSchadt. Heidi represented the people of Dennis well and with both dignityand compassion. The selectmen set goals for the year and met many of those goals.Chief among the accomplishments was the completion of the new department of public works facility on South Gages Way near the transfer station. The Selectmen were also successful at obtaining town meetingapproval and funding for the construction of a new building at the former"Maloney Building" site in Dennisport. The new building will house officeand public meeting space and restroom facilities while providing an opengreenspace/park theme to the site.Moving forward is the possibility of a third golf course, with approvedfunding to hire golf course architects Ault, Clarke and Associates to providethe Town with final design plans for a new course. Continuing with theupgrading or expansion of recreational opportunities, it is expected that anarticle will be submitted at the upcoming annual town meeting to fund theconstruction of a skateboard park as part of the overall Johnny KellyRecreational Complex. Additionally, progress continues on a partnershipbetween the YMCA and the town bringing a YMCA facility to Dennis on BobCrowell Road.Voters at the annual town meeting continued their support for purchase of various properties using Land Bank funds. A portion of Mel-PetFarm was purchased with town funds so that housing units on that propertycould be transferred to the Dennis Housing Authority for affordable housing.Though that transfer did not take place before this town report went to press,it is likely to happen before the May town meeting. Even though the transfer has not taken place, the property is in the hands of the Housing Authorityand work has begun to renovate and upgrade the housing units. Town's people and visitors will be able to enjoy the ambiance of the Mel-Pet propertyfor many years to come without the fear of large development taking awayfrom the character of that property.A committee was appointed to review the proposal from a privatecompany to take over the transfer station, recycling, and other solid wasteissues with the promise of providing the town with cost savings and a thirdgolf course. After careful review of the proposal and weighing the benefitsand costs to the town, it was decided that the proposal, though a potentialeconomic advantage to the Town, would likely affect the character of Dennis15

so it was rejected. We continue to seek alternatives to costly solid waste disposal. Recycling remains one of the best approaches to keeping solid wastedisposal costs down.At the end of the year our town administrator Stephen J. Lombard, retired. Steve has been town administrator for nine years. During thosenine years, the selectmen have enjoyed the advice and guidance of a dedicated professional who understood the needs and desires of the community and the town's people enjoyed smooth and competent leadership as aresult of Steve's steady hand at the helm. An indicator of the leadership abilities that Steve demonstrated during his tenure is the love and respect townemployees showed upon his retirement. In addition, over a hundred and fiftyfriends, relatives, and fellow employees attended a dinner in his honor inFebruary. This town will miss Steve in a many ways.We appreciate the contributions of the volunteers to town boards, commissions, and committees and we thank them for their time and effort.Without their contributions, much of what we enjoy as a community wouldbe missing. We are also proud and grateful for the opportunity to work withthe towns' employees who continue to keep the town operating smoothly. We look forward to beginning a new era for Dennis beginning withBob Canevazzi as acting town administrator. He has done an admirable jobof stepping in and taking over as Steve began his retirement.Respectfully submitted,Cleon Turner, Chair16

Town ClerkTwo Thousand and One has proven to be another very busy year inthe Clerk's Office. We have accomplished most of our goals ahead ofschedule along with continuing the usual many and varied duties of thisdepartment. It was a quiet year for our Elections department having only theAnnual Town Election. Due to Federal Census 2000, precinct redistrictingoccurred, affecting all five precincts and causing the department to notifythose voters involved of their new precinct and location. We have had a change in staff this year. Barbara Haynes hasmoved to the Department of Public Works and Theresa Bunce, from the GolfDepartment has joined us as our new Assistant Town Clerk. I was saddenedto see Barbara leave and excited to see Terri so enthusiastic about her newposition. She will be a great asset to this office.Respectfully submitted,Jacquelyn K. SouzaTown Clerk17

Annual Town MeetingTuesday, May 8, 2001The Annual Town Meeting held at the Nathaniel H. Wixon MiddleSchool was called to order at 7 p.m. by Robert C. Chamberlain, Moderator. He declared a quorum present and noted that the Warrant had been postedby Richard M. Tobin, Constable. Tellers were Donald Baker, Robert Briggs,Gladys Kearney, George Macdonald, Benjamin Muse and Paul Covell, HeadTeller.Mr. Chamberlain asked the assembly to rise as the Wixon MiddleSchool band played the "Star Spangled Banner".Etta Goodstein, Chairman of the Henry C. Boles AchievementAward Committee introduced the recipients of this years award for outstanding citizenship to the following students and presented them with U. S.Savings Bonds: Emily Julian and Benjamin Gless from the Ezra BakerElementary School; Taylor Poirier and David Horvath from the Nathaniel H.Wixon Middle School; and Sarah Niemisto from the Holy Trinity School.Miss Goodstein asked for a round of applause for these future leaders oftomorrow. On motion of Finance Committee Chairman James Plath, duly seconded, it was unanimously voted to waive the formal reading of the warrantand proceed to Article 1.Article 1. Unanimously Voted: To accept the reports of the Town Officersas printed and made available to the public on April 2, 2001.Article 2.reports.To hear and act on any heretofore unpublished committeeMr. Henry Kelley, Chairman of the Land Acquisition Committee, presentedthe following report:I have three quick statements to make. First, the four-page handout which all of you received on your way in, which deals with the land acquisition articles inadvertently did not carry information that this was producedby the Land Acquisition Committee. And so, if you have any doubts as to itsauthenticity, that is where it came from.Secondly, after we finish other business, up as far as and throughArticle 27, I will ask the meeting to proceed directly to Article 30. That is thearticle which provides for hearing the report of the Land AcquisitionCommittee. I think it's important that the whole meeting have an opportunity to get an overview of the financial status of the Land Bank Fund prior tovoting on any individual Land Bank proposals, and so I hope you would19

cooperative when I ask that we take that particular item out of order becauseit makes more sense to deal with it ahead of time.Lastly, I am happy to report that there is new information regardingthe Melanson or Melpet property which we will bring to this meeting in thecourse of the proceedings, and I believe that that information will permit youto vote affirmatively on this article tonight if you are so inclined. Thank you.Article 3. Unanimously Voted: To assume liability in the manner providedfor by Section 29, Chapter 91 of the Massachusetts General Laws asamended, for all damages that may be incurred by the work to be performedby the Mass. Department of Environmental Management for the improvement, development, maintenance and protection of tidal and nontidal riversand streams, harbors, tidewaters, foreshores, and shores along a publicbeach in accordance with Section 11, Chapter 91 of the MassachusettsGeneral Laws and authorize the Selectmen to execute and deliver a bondof indemnity therefor to the Commonwealth.Article 4.
