(See Table 1 and maps titled “2013 Multi-district Watershed Grant Proposals-Lead Districts andBreakdown of Funds Requested” and “2013 Multi-district Watershed Grant Proposals”.) Applicants could apply for up to 25,000 a year for up to three years in the following categories: Cost Share, Professional Assistance, and Adult Education(limit 1,500 per year). The grants committee and the district support specialists reviewed the grant applications and recommend funding ninegrants. Due to budget cuts affecting the Clean Water Indiana fund, the grants committee recommends reducing totalfunding of each application to a maximum of 70,000. In addition, some grants are recommended to be funded withfurther reductions. NRCS State Conservationist ReportState Soil Conservation Board Meeting October 2012WHIP Drought FundsNRCS accepted and processed over 22 million in requests for the special drought sign-up through theWildlife Habitat Incentives Program (WHIP). While we were not able to meet the demand for thesefunds, we will continue to assist affected landowners in any way possible. Indiana received over 5million in financial assistance, and we have asked for any additional funds as they become available.NRCS will continue to assist those that were not funded through the deferred application process, sothat we can work to meet more landowner needs with regular program funds in FY13. Please continueto utilize and direct landowners to resources at the drought website athttp://www.in.nrcs.usda.gov/drought.html .HWFRCP Claims ProcessUSDA remains committed to resolving cases involving allegations of past discrimination byindividuals, including Hispanic and women farmers and ranchers, as well as ensuring thatevery farmer and rancher is treated equally and fairly. USDA has established a voluntary claims processwhich will provide compensation to a final group of individuals who may have faced discrimination. TheHispanic and women farmers and ranchers claims process (HWFRCP) Claims Period will most likely openin mid-September. Soil Survey Restructuring, new Indiana State Soil ScientistThe NRCS Soil Survey Regional Offices (also known as Major Land Resource Area (MLRA) offices or MOoffices) are being restructured. These regional offices formerly fell under the NRCS State Offices,reporting to State Conservationists where they were located. Now the Soil Survey Regional Offices willfall under the national Soil Science and Resource Assessment Division. Because Indiana’s MO Leader,Travis Neely, also served as the Indiana NRCS State Soil Scientist, Indiana NRCS has hired a State SoilScientist on the State Conservationist’s staff.
