All Coast Guard unit commanders, commanding officers, officers-in-charge,deputy/assistant commandants, and chiefs of headquarters staff elements must comply with theprovisions of this Manual. Internet release is authorized.3. DIRECTIVES AFFECTED. Enlisted Accessions, Evaluations, and Advancements, COMDTINSTM1000.2B, is hereby cancelled.4. DISCUSSION. Citation of the word ‘article’ as used in this Manual is in general terms of reference,e.g., to denote paragraph or section, and is not citing CFR, USC, UCMJ, etc except where so noted.5. DISCLAIMER. This guidance is not a substitute for applicable legal requirements, nor is it itself arule. It is intended to provide operational guidance for Coast Guard personnel and is not intendednor does it impose legally-binding requirements on any party outside the Coast Guard.6. ENVIRONMENTAL ASPECT AND IMPACT CONSIDERATIONS.a. The development of this Manual and the general policies contained within it have beenthoroughly reviewed by the originating office in conjunction with the Office of EnvironmentalManagement, Commandant (CG-47). This Manual is categorically excluded under currentDepartment of Homeland Security (DHS) categorical exclusion (CATEX) A3 from furtherenvironmental analysis in accordance with "Implementation of the National EnvironmentalPolicy Act (NEPA), DHS Instruction Manual 023-01-001-01 (series).b. This Manual will not have any of the following: significant cumulative impacts on the humanenvironment; substantial controversy or substantial change to existing environmentalconditions; or inconsistencies with any Federal, State, or local laws or administrativedeterminations relating to the environment. All future specific actions resulting from the generalpolicy in this Manual must be individually evaluated for compliance with the NationalEnvironmental Policy Act (NEPA), Department of Homeland Security (DHS) and Coast GuardNEPA policy, and compliance with all other applicable environmental mandates.7. COMDTINST M1000.2C8. RECORDS MANAGEMENT CONSIDERATIONS. This Manual has been evaluated for potentialrecords management impacts. The development of this Manual has been thoroughly reviewed duringthe directives clearance process, and it has been determined there are no further records schedulingrequirements, in accordance with Federal Records Act, 44 U.S.C. 3101 et seq., National Archives andRecords Administration (NARA) requirements, and the Information and Life Cycle ManagementManual, COMDTINST M5212.12 (series). This policy does not have any significant or substantialchange to existing records management requirements.9. FORMS/REPORTS. The forms referenced in this Commandant Instruction Manual are available inUSCG Electronic Forms on the Standard Workstation or on the nformation-Management-CG-61/Forms-Management/.10. COMDTINST M1000.2CACTIVE DUTY AND RESERVE ENLISTED MEMBERSDefinition of Reenlistment.1. Reserve.a. The enlistment of any person who has previously served in the Coast Guard Reservewill be considered a reenlistment.b. The enlistment of any person into the Coast Guard Reserve who has not previouslyserved in the Coast Guard Reserve will be considered an original enlistment, eventhough they may have previous service in the active Coast Guard. This includesthose members who are discharged from the active duty Coast Guard and enlistwithin 24 hours in the Coast Guard Reserve.2. Active Duty.a. The enlistment of any person who previously served in the active duty Coast Guardwill be considered a reenlistment.b. The enlistment of Coast Guard Reserve members who are serving on extended activeduty and who have served on extended active duty of 12 months or more will beconsidered a reenlistment.Periods of Enlistment and Reenlistment. The following Articles define the terms ofenlistment and reenlistment for active duty and reserve members.1. Active Duty Reenlistment. Reenlistments must be for periods of three, four, five, or sixyears.2. Discharge from Active Duty Coast Guard. The immediate enlistment in the Coast GuardReserve of a member who is being discharged from the active duty Coast Guard will befor two, three, four, five, six, or eight years. If enlisted more than 24 hours afterdischarge, the provisions of Reference (a), Coast Guard Recruiting Manual,COMDTINST M1100.2 (series), apply.3. Reserve Reenlistment. The reenlistment of a Coast Guard Selected Reserve (SELRES)member, or an Individual Ready Reserve (IRR) member on active duty orders orapproved to drill for points within 24 hours following the day of discharge, at the unit ordistrict to which last assigned, will be for periods of two, three, four, five, six, or eightyears at the option of the member concerned.Rate Authorization on Enlistment and Reenlistment.1-1
COMDTINST M1000.2C1. Active Duty Reenlistment on Day Following Discharge. Members reenlisting on the dayfollowing their discharge will be reenlisted in the rate held on the date of discharge.2. Active Duty Reenlistment Not on Day after Discharge. Reenlistments in the Coast Guardlater than 24 hours after discharge must be processed at a Coast Guard recruiting office.Members reenlisting within three months of their discharge date will be reenlisted in therate held on the date of discharge. Members reenlisting more than three months aftertheir discharge date will be reenlisted in accordance with Reference (a), Coast GuardRecruiting Manual, COMDTINST M1100.2 (series) or if applicable, other governingpolicies (e.g., Temporary Separation Policy, Open Rate List).3. Reserve Enlistment. Enlistment in the Coast Guard Reserve within 24 hours afterdischarge from active duty, at the same unit, will be in the same rate previously held inthe active duty Coast Guard, providing the member meets the eligibility requirements ofArticle 1.E. of this Manual. Enlistments in the Coast Guard Reserve later than 24 hoursafter discharge must be processed at a Coast Guard recruiting office. Members enlistingmore than three months after discharge from active duty will be enlisted in accordancewith Reference (a), Coast Guard Recruiting Manual, COMDTINST M1100.2 (series) orif applicable, other governing policies (e.g., Temporary Separation Policy, Open RateList).4. Reserve Reenlistment Coast Guard SELRES members, or Individual Ready Reserve(IRR) members on active duty orders or approved for drill points, reenlisting within 24hours at the same unit or district from which discharged reenlist in the rate held on thedate of discharge.
