Richard Montgomery Elementary School #5Boundary Advisory Committee ReportJuly 2017BackgroundOn November 21, 2016, the Board of Education authorized a boundary study to establishthe service area for the new Richard Montgomery Elementary School #5. The new school is locatedat 332 West Edmonston Drive, Rockville, Maryland, and will open in September 2018.Scope of the Boundary StudyThe Board of Education established the scope of the boundary study to include Beall, CollegeGardens, Ritchie Park, and Twinbrook elementary schools. The scope did not include any middleor high school boundary changes. Pursuant to the Board of Education actionon November 21, 2016, the boundary study also explored options to reassign the ChineseImmersion Program currently located at College Gardens Elementary School.Boundary Advisory Committee RepresentativesThe Boundary Advisory Committee (committee) was comprised of parent representatives fromeach of the four Richard Montgomery Cluster elementary schools, the Richard MontgomeryCluster Coordinators, and representatives from the Chinese Immersion Program. In addition,the committee included representatives from the Asian American Student Achievement ActionGroup (AASAAG), the Latino Student Achievement Action Group (LSAAG), and the NationalAssociation for the Advancement of Colored People (NAACP) Parents’ Council. The AfricanAmerican Student Achievement Action Group was invited to serve on the committee, but theywere not able to send a representative. The role of committee members was to represent the issuesand concerns of their schools and communities. Committee members developed criteria that wereused to evaluate boundary options. Committee members also served as liaisons to the communitiesthey represented, obtaining feedback on the boundary options and sharing this feedback withthe committee. Appendix A lists the names of the representatives, and Appendix B summarizesthe superintendent of schools’ charge of the committee.MeetingsThe committee met on the following dates in 2017: March 15 and 23; April 5 and 25; and May 3and 17. Committee meetings and Public Information meetings were held either in the cafeteriaor the media center at College Gardens Elementary School. Spanish language translation serviceswere available at the meetings. All committee meetings were open to the public and were wellattended. Time was set aside to address questions and comments from observers attendingthe meetings. At the March 23, 2017, meeting, boundary options #1–4 were presented.After committee members received feedback on these options, a second round of optionswas requested. On April 25, 2017, boundary options #5–7 were presented, and on May 3, 2017,option #8 was presented.1

Staff in the Montgomery County Public Schools (MCPS) Division of Capital Planning,Department of Facilities Management, as well as the Office of Student and Family Supportand Engagement, facilitated the meetings, prepared boundary options and other informationrequested by the committee. MCPS Department of Transportation staff provided informationon school bus routes and estimated travel times for the Richard Montgomery Cluster elementaryschools. World Languages staff in the Department of Secondary Curriculum and DistrictwidePrograms provided information on the Chinese Immersion Program.In addition to committee meetings, two Public Information meetings were held—the first meetingwas held at the beginning of the process on February 28, 2017, and the second meeting was heldat the end of the process, on May 9, 2017. At the first Public Information meeting, MCPS staffexplained the steps in the boundary study process and addressed questions. At the second PublicInformation meeting, MCPS staff presented the options that were developed for the committeeand addressed questions. Attendees at the second meeting were invited to complete input formsstating their views on the options.All boundary options and related materials were posted on the MCPS website at the link ning/rmes.aspxCommittee CriteriaAt the first meeting of the committee, held on March 15, 2017, committee members developeda list of criteria they believed were important in the development and evaluation of boundaryoptions. At the March 23, 2017, meeting, committee members finalized the criteria.The committee also was apprised of guidelines presented in Board of Education Policy FAA,Long-range Educational Facilities Planning, and MCPS Regulation FAA-RA, Long-rangeEducational Facilities Planning. MCPS Regulation FAA-RA specifies the following four factorsto be considered in developing school boundaries: Facility utilizationDemographic characteristics of student populationGeographic proximity of communities to schoolsStability of school assignments over timeEach committee member had the opportunity to present criteria. The criteria listed beloware not presented in any type of rank order.Boundary Advisory Committee Criteria Minimize splits to community identity, subdivisions, and civic association areasMinimize travel timeKeep schools below 100 percent utilization and eliminate relocatable classroomsGive consideration to community support mechanisms, such as community centersPromote a diverse student bodyMinimize relocation of students out of their home schoolReserve space and room for growth for approved plan development2

Consider overcapacity at schools with future shell build-out capabilityMinimize a “domino effect,” meaning minimize one change that would cause additionalchangesMaximize walkersMinimize displacement of home school students by the Chinese Immersion ProgramConsider stability of school assignments over time for immersion studentsBoundary Options and EvaluationsThe committee members reviewed this report at the May 3, 2017, meeting and subsequentlysubmitted committee member evaluations of the boundary options. In addition, four ParentTeacher Association position papers were submitted. Appendix C includes the eight boundaryoptions reviewed by the committee, Appendix D includes the committee member optionevaluations, and Appendix E includes the position papers.3

Richard Montgomery Elementary School #5Boundary Advisory Committee ChargeBoundary Advisory CommitteeThe Boundary Advisory Committee is an advisory body to the superintendent of schools andis not a decision-making body.Boundary Advisory Committee ResponsibilitiesThe Board of Education has authorized a boundary advisory committee process to obtaincommunity input on boundary options for the new Richard Montgomery Elementary School#5 and associated boundary changes for the other Richard Montgomery Cluster elementaryschools. The scope of the process is limited to boundary options for the elementary schoollevel. No middle school or high school boundaries will change as a result of this process.Boundary Advisory Committee members will develop criteria that will guide creation ofboundary options and will be used by committee members to evaluate these options.Committee members serve as liaisons to the communities they represent. During the process,committee members will meet with their communities to share options under review and toobtain feedback on these options. Committee members will share community feedback duringcommittee meetings.At the conclusion of the process, a Boundary Advisory Committee report will be sent to thesuperintendent of schools and members of the Board of Education. The report will provide asummary of the process, the committee criteria, any implementation issues, the boundaryoptions that were developed, and committee member evaluations of the options. In addition,position papers from organizations represented on the committee—including schoolParent Teacher Associations, National Association for the Advancement of Colored People(NAACP) Parents’ Council, and the Latino Student Achievement Action Group—may besubmitted for inclusion in the report, if desired.Facilitation of the Boundary Advisory Committee ProcessStaff from the Montgomery County Public Schools Division of Capital Planning will facilitatethe process over a period of six meetings from February through May 30, 2017.
