The school was built in 3 phases of construction starting with the original building comprising of 38,753square feet (sf.) built in 1965. In 1980, a gymnasium was constructed adding 8,437 sf. to the facility. The entire facility underwent amodernization in 1997 in which an 11,310 sf. addition was constructed, designed by Smolen Emr Ilkovitch Architects.The program capacity of the school is currently 409 students with current enrollment of 533 in Kindergarten through Grade 5. Theprojected enrollment is expected to reach 590 students by the 2013-2014 school year. The proposed addition will increase theschool’s capacity to 650 students. This expansion will eliminate the need for the five relocatable classrooms currently on the site.MethodologyThe existing school was evaluated by the design team to determine the most advantageous approach to adding the proposedprogrammed spaces. Additionally, the study indicates the impact, if any, that can be reasonably expected by adding on to theexisting facility as well as incorporating limited interior renovations. The evaluation is based on compliance with the EducationalSpecifications dated September 29, 2009.The study is based on the following: Meetings with the Feasibility Study participants & MCPS Staff.Staff Analysis of the existing physical plant regarding additional capacity. Review of existing construction documents provided by MCPS. Analysis of existing site features and meeting with City of Rockville related to storm water management Review of the Educational Specifications Facility Planning Study. The walls throughout thebuilding are of masonry, with brick veneer on the exterior walls. The structural system consists of masonry load-bearing walls,which are constructed on continuous concrete footings. The floors throughout the building are concrete and exist as eitherconcrete slabs-on-grade or framed slabs supported by steel joists. The roof is built-up roofing on corrugated metal deck, which issupported by steel joists. Virtually all of the interior walls in the building are masonry, although drywall partitions are used tosubdivide spaces in the administrative area.gained from Dunster Road. Presently, cars enter the site via a curb cut in the southwestern corner of the site, make a right turn inthe parking lot to proceed to the drop-off area, then make a left turn in the parking lot to return to the same point as where the carentered the site. This configuration can be a very difficult maneuver, particularly when cars are already parked in these areas.Service vehicles also enter the site from this two-way entrance. Busses also enter the site from Dunster Road, albeit closer to themiddle of the property. They proceed around the bus loop and exit from a separate curb cut as the one they entered from. Asmall parking area also exists in the bus loop area.areaProposed OptionsThree building addition options were designed with input from the Feasibility Study participants and MCPS Staff. The addition will be linked to the existing corridors creating a looped circulation pattern on the first floor. The vehicular access will be reconfigured to separate buses and parents’ cars. The number of parking spaces will exceed MCPS design standards increasing the current 69 parking spaces to 90 parkingspaces. A new exterior ramp, compliant with the Americans with Disabilities Act, will be constructed adjacent to the sidewalk alongDunster Road. Two retaining walls will be constructed on the site to allow for fire truck access to the rear of the site and additional parkingalong Dunster Road. The StormwaterSManagement system will be comprised off an infiltrationfarea located in the southwestern corner off themain parking lot that connects to an underground Stormwater detention system. A new water service line with new water meter vault will be provided to combine domestic water and sprinkler services. Exterior physical education space requirements will be met with each option. In all options, the existing three relocatable classrooms will be relocated on site to allow for construction, then removedonce completed. Upon completion, the building will meet all requirements, as outlined by the Educational Specifications.6

The kindergarten program is located on the east side of the building and with an additional newkindergarten wing, will be grouped into a pod. Both new additions will require an automatic sprinkler system, and the existingsprinkler system will be upgraded to meet current code requirements. A two-story addition will be added to the rear of the school, in place of the current play areas and relocatable classrooms. Theproposed addition will include all spaces in according with the Educational Specifications. Though the overall two story additionis smaller, this option will require the most renovation of the existing building. Each option will address site issues related tosafe access for vehicles, bus circulation, and pedestrian access, as well as provide ample parking and preservation of schoolplayfields. The scope of work also includes a limited survey of the physical plant and evaluation of the existing mechanical,electrical and plumbing systems to determine if existing equipment could be utilized for the proposed addition.Meetings were held at Ritchie Park Elementary School on March 24, 2010, April 14, 2010, April 28, 2010, May 12, 2010, and aPTA meeting on June 1, 2010. The design team analyzed the educational specification and developed several cost effectivepthat maximize the use of the existingg facilityy and address both buildingg addition and site issues. The Feasibilityy Studyyoptionsparticipants reviewed the progression of building and site concepts at each meeting. The comments and suggestions werediscussed at each meeting and incorporated when found to be practical and beneficial by those in attendance. The final conceptsare presented as options in this report and were approved by the Feasibility Study participants. Option One best meets MCPSrequirements and was selected as the preferred option by the Feasibility Study particpants at the final meeting on May 12, 2010.15

Meetings with the Feasibility Study participants & MCPS Staff: These meetings established the needs and goals for the study. Review of the Educational Specifications – Facility Planning Study: the review established a thorough understanding of therequirements and objectives of the project. Development of multiple building options and site improvement options: All viable options were explored.explored Each option wasdeveloped and evaluated in conjunction with MCPS Staff and the Feasibility Study participants to identify the preferredoption.16

Minimize construction disruption for students and staff. Provide the safest environment possible for students and staff during construction of the addition. Maintain the current classroom configurations with convenient circulation connections between the addition and the existingbuilding circulation. Maintain existing kindergarten classrooms in their current locations and locate the additional proposed kindergartenclassrooms as close as possible to the existing. Keep travel distance from the addition to the existing building core support elements to a minimum. Create new straight corridors with few turns to allow for visual supervision and enhanced security. CreateCa circulation pattern that ties back to the school in a “looped”“” configurationfiff possible. Provide separation between noisy and quiet curriculum.Site GoalsThe proposed site should:pparent drop-offppand bus circulation. There are currentlyy severe conflicts between ppedestrians,, buses and cars. Separate Create a longer queuing area for student drop-off so that fewer vehicles are waiting on the public street for afternoon pickup. Improve vehicular circulation and provide adequate on-site parking in accordance with MCPS standards (80 spaces). Promote new pedestrian circulation patterns to minimize pedestrian and vehicle interaction. Increase space in service drive for maneuvering vehicles. Allow for maximum visual security of playfields. Position addition to minimally impact existing playfields.playfields Provide a clear, single point of entry for people arriving by car, bus, or on foot.17

Existingg Conditions ((Continued))Existing SiteGeneral Site InformationThe Ritchie Park Elementary School facility is situated on a 401,870 square foot (9.23 Acre) lot at 1514 Dunster Road, within the City ofRockville, Maryland in Election District 04. The property is found on ADC Map book grid 5164-C10 and has a tax account number of160400143108. The site is zoned R-200 and is bounded on the south by the 70 foot Dunster Road right-of-way, on the east and north bysingle family detached residential properties zoned R-90, and on the west by the Potomac Woods Swim Club zoned R-200.Based on current City of Rockville Zoning regulations adopted in March of 2009, dimensional regulations for the property include thefollowing:Front setback – 35’Side setback – 13’Rear setback – 35’Max building Height – 40’Maximum Site Buildingg Coverageg – 25%Maximum Impervious Surfaces in the Front Yard – 20%(Through Site Plan review Approving Authoritymay waive this requirement)The zoning ordinance will also require any site improvements to include landscaping of the parking lot, 10 foot boundary screening, streettrees and lightinggg standards. Other considerations on the ppropertyp y include the two existingg stormwater managementgeasements thatcurrently flank the southeastern and southwestern portions of the site and the shared use of the schools’ athletic facilities with the public.Adjoining StreetsThe site is bounded along its entire southern property line by the 70 foot wide, Dunster Road right-of-way. Dunster Road is a two-laneprimary residential street that has a speed limit of 25 mph. The R.O.W. has sidewalks along both sides of the street and allows on-streetparking.pg The sidewalk alongg the southern ppropertyp y boundaryy of the school is approximatelyppy four feet in width and appearsppto be in ggoodcondition. The street pavement along the school property frontages also appear to be in good condition.22

The eastern driveway entrance is one-way and leads to the bus-loop and visitor parking areas and loops aroundwestward, to a one-way drive way exit located between the two entrances off of Dunster Road.Driveway EntrancesEach of the one-way drive way entrances that comprise the bus-loop, are approximately 24-feet in width and appear to be in goodcondition and free of noticeable damage or cracking. These two driveways are approximately 90 feet apart and are located directlyacross from entrances owned by St. Raphael’s Catholic Church also off of Dunster Road. The other two-way driveway entrance is alsoabout 24-feet in width and located about 120-feet down Dunster Road to the west.Bus LoopThe schools bus-loop is a one-way 24-foot drive aisle that circles the visitor parking area and allows queuing along the main entranceof the building. Although the two driveway entrances that allow access to and from the bus loop are shared with the visitor parking lot,a majority of the bus-loop is dedicated for the sole use of school buses and appropriate signage is used to designate it as such. Withapproximately 300 linear feet of queuing space and ample width for buses to pass one another, it appears that the size of the bus-loopis sufficient for the seven different routes that are currently serving
