AbstractHalal studies is a global education proposition ready to be the next worldeducational discipline market force. ASEAN has to play an active role inhalal education since Muslims stress on the importance of the permissibilityof products to be used and consumed. The concern of halal education inASEAN increase tremendously as a result of increasing the Muslimspopulation in ASEAN countries. In this regards, various Islamic politicalpolicies have been implemented in Negara Brunei Darussalam for thepurpose of disseminating and developing halal education in global andmodern society. This paper is an attempt to highlight the experience ofUniversiti Islam Sultan Sharif Ali (UNISSA)’s halalan Thayyiban researchCentre in disseminating halal science through halal education and researchfor global reach.Key words: Halalan Thayyiban, Halal Education, Negara Brunei Darussalam

ٰٓ نٰٓإِ َّنهٰٓ ۥٰٓلّك أٰٓمٰٓ ّعدوٌّ ٰٓم َِهبُن ِٰۚٓ ت ٱل َّش أُ ّطـ ِٰٓ لاً َط ِّي ابآٰ ّو َّلٰٓ ّت َّت ِبعو ْآٰخط ّوٲ ً ض َحلَ ٰـ ٰٓ ِ ـٰٓيَأ ّ َهُ ّا ٱل َّن سٰٰٓٓكلو ْآٰ ِم َّم ٰٓفِى أٱۡلّ أر Maksudnya: Wahai sekalian manusia, makanlah yang halal lagi baik dari apa yang terbaik dibumi, danjanganlah kamu mengikuti langkah-langkah syaitan; karena sesungguhnya syaitan itu musuh yang nyatabagimu. (Al-Baqarah: 168)

Role of UNISSA in Halal Education

His Majesty Sultan Haji Hassanal Bolkiah of Brunei Darussalam during the 6th Hafl alTakharruj (Convocation) Ceremony of Universiti Islam Sultan Sharif (UNISSA) on 20thMuharram 1438H corresponding to 22th October 2016M, at the International ConventionCentre, Berakas, Brunei Darussalam, had given his speech as below:“Sebenarnya masih banyak ruang yang perlu diteroka oleh UNISSA. Salah satu bidang yang berkembang pesatsehingga ke peringkat antarabangsa pada masa ini, iaitu industri halal. Bukankah aspek halal itu merupakan tuntutanutama dalam Ugama Islam? Nilai pasaran global adalah semakin meningkat dan dianggarkan berjumlah sangat besar.Ia meningkat sebanyak 16% dari keseluruhan industri makanan dunia dan boleh menjangkau sehingga 20% dariperdagangan dunia dalam produk makanan sahaja. Oleh sebab itu, Beta menyokong penuh rancangan UNISSA untukmenubuhkan sebuah Pusat Kecemerlangan Penyelidikan Halal di UNISSA sebagai pemangkin kepada hasrat Betauntuk menjadikan Negara Brunei Darussalam sebagai 'hub halal global' yang akan membantu memacu pertumbuhanekonomi negara.” (Pelita Brunei, 26 Oktober 2016/25 Muharram 1438).Translation: “In fact, there is still a wide range of opportunity that needs to be exploredby UNISSA. During this time, halal industry has become one of the most rapidlydeveloping fields which spreads globally. Has it not that the halal aspect beendemanded in the religion of Islam? The global market value is increasing and it isestimated to be large. It increases by 16% of the total of world’s food industry and canreach up to 20% of the world’s commerce in the food products alone. Therefore, I fullysupport UNISSA’s plan to establish Centre of Excellence of Halal Research at UNISSA;as a catalyst to my wish to make Brunei Darussalam as the ‘global halal-hub’, whereinwill aid in boosting the country’s economic growth. OBJECTIVE To offer the academic programme in the field of halalan thayyiban which is systematic andeffective in ensuring that research as well as a comprehensive and credible education isgenerated. To conduct a comprehensive academic research relating to halalan thayyiban and systematicallyexamine issues related to halalan thayyiban from time to time in order to protect the sanctityof Islam. To offer courses and training that will assist researchers and academicians in conductingacademic research, innovation, service/monitoring of experimental samples/scientific analysisin the laboratory and research development relating to halalan thayyiban. Offering consultation and professional services and authentication in the laboratory for productsin both the national and international markets in determining that these products are indeed inaccordance with the standards of halalan thayyiban or otherwise. Generating UNISSA financial income by introducing a variety of halalan thayyiban productswhether in the form of research, publications and services to local as well as the internationalhalal industry. To maintain and uphold the sanctity of halalan thayyiban as a way of life and practice throughteaching, research, professional services and training based on knowledge, faith, good deed,piety and morality in line with the teachings of Ahli Sunnah Wal Jama‘ah of Mazhab Shafi‘i. To produce experts in the field of halalan thayyiban who are able to clarify and providesolution to the confusion/problem in the society, primarily in Brunei Darussalam and regionalcountries, and finally uphold the sanctity of the Sunnah of the Prophet (peace be upon him). To establish a centre of excellence on halalan thayyiban based on comprehensive knowledge ofboth naqli and ‘aqli through teaching, research and professional services.

Master (M.A) of Shariah and Halal LawsThis field of study focuses on Shariah laws and civil laws pertaining to thenational and international halal industry. Development of new legal rulesin accordance with the laws of the State, maqasid shariah and fiqhjurisprudence, policies, standards and fatwa for halal products is one ofthe main researches in this field. In addition, the administration ofIslamic laws, international trade laws, consumer protection laws, laws ofproduct liability and safety will also be studied.

CONCLUSIONThe establishment of Pusat Penyelidikan Halalan Thayyiban (PPHT) @Halalan Thayyiban Research Centre (HTRC) is an effort to uphold thecommand of His Majesty Sultan Haji Hassanal Bolkiah of BruneiDarussalam. This proposal will give positive impacts such as below:1.UNISSA will be the first university in Brunei Darussalam to exploreHalal Science and active in study & teaching, research andprofessional service.2.Preparing and shaping the administrators/workers who follow theteachings of Islam in developing Brunei Darussalam and whereneeded at other countries around the globe.
